Orphan Alley timer keeps resetting.

I'm using an ipad, and the timer on orphan alley keeps resetting to 3h59m. Hence no felons are spawning.

You can only have 12 felon groups in your town or 36 felons.

no more will spawn until you do battles and clear some.
