Not getting any quests

I am level 11 and I have several level 10 quests that I still have not done. I am not getting anything new from any of the characters. I bought some donuts to clear up some other quests that were ongoing and get everyone freed up. Currently none of my characters are on any task whatsoever and I'm still getting nothing. So, basically I bought all those donuts for nothing!

The only quests/tasks I have in my task list are Trick or Treat (which I I've done at least twice by now), Build Willies Shack (Schoolhouse Crock Pt. 4), and Board with a Nail In it. Do I have to finish one or all of these before I get anything new? What's going on?

Yes. You need to finish the given quests before you get new ones. Xp is only one criteria for unlocking new quests the other is quest progression.
Halloween quests are seperate from the regular ones and should not effect anything but the eventprogress.

Willies shack was holding up a few other quests, but the Gulp-n-Blow quest was not triggering even though I've done all the required quests. I contacted support and the guy on the phone couldn't figure out why it wasn't triggering either. They are sending the issue to specialists so hopefully they figure it out.

It sometimes takes longer for some quests to trigger, despite having done all the requirements.
Good luck, it may take the specialists a couple of weeks to get back to you. Keep nagging them about progress even if you dont get a response. Your case will autoclose if you dont send them a communication every third day or so.
