Level 38 update

Everybody is talking about their level 38 update, My question is this why did i not also recieve a new level update, my phone did an update this evening but it only added uss "Tom Clancy" submarine, is that normal? or is a further update scheduled after today , i am so confused right now, I really want my full update what should i do now?

love the game, give me the full xmas update please!!!!!!!

It appears I am in level 38, present in goal bar gone, but it says level 37. I have the level 38 new items ( green peace boat & khlav kalash stand) and level 38 tasks. I just completed one that tasked me to build courthouse but it is locked until I reach level 38. This appears to be my only issue.
