eaursula is wrong. To restart your Springfield, you will have to do a factory reset of your device. It sucks because you lose everything else, but that's how you do it.

If you already reset the device, then there is no way to restore your game or purchases. The only way you could have done that is if you were rooted and backed up your save data to your external storage. No you will have to contact EA's awful customer support to try and get a refund, which would take weeks for you to get a response. Your save data does not backup to EA or Google's servers.
