Although I have finished the mission, the tunnel has not been released. I tried everything but I could not find solutions.

Build Burns Slant-Drilling Co.

Build Red Blazer Realty

Make Homer Clear the Tunnel

I followed all the steps, but the tunnel is not unlocked.
