I have two questions. One. Why am I limited to a certain amount of neighbors? And two. Shouldn't the donut shop produce donuts instead of cash?

Because that's what they decided. That's usually the case with events. You only get crafting or prize currency for a limited number of neighbor taps. It's usually around 30 so I've started whittling down my neighbors, no longer replacing them when they stop playing.

Then why would you buy donuts? It would be neat if it popped out a donut every now and then, but I guess they just didn't think of that.
