There can be many reasons as to why your city disappeared.
if you were playing Anonymously and made a delete/reinstall your game would vanish.
if you were logged out, it might seem like your game vanished.
If you play on an old device, the game might have been discontinued for that model.
dont know why your PayPal isnt working.
did you check the settings?
do you have enough money on your PP?
if you live in the US, did you add the additional taxes?
