ARM is for ARM Cortex based systems

IF you have a gaming rig you should download x64

IF you have a pc with less than 1gb of ram then download x86 (32 bit pcs)

IF you have an ARM based pc (which is usually very uncommon) then download arm

See this and have found the problem. 

 After clean install / updated & newer OS, Windows updates are not complete!

The NETFRAME NETWORK needs older versions installed.

To counter the issue simply install older games around 2013 on your new OS or go to Microsoft.com

Restart and play this should over come the problem .

So I am having the same issue and following the instructions you have provided. HOWEVER, I am getting this error when I try to download the C + +-
