You have the option to contact them by mail, phone or Live Chat. Make sure you have a game, a category and a platform selected for the options to become available.
For Live Chat, make sure to choose US as your country.
I have done everything as you said but at the end when I have to choose how to contact them it shows me only contactng them by phone. I can't be reached by phone because I don't live in US, I live in georgia and that country isn't in listing.
