cant select PLAY option.. only left and right option

no matter how much i press down the scroll stays up throughout the game! tried keyboad..thrustmaster..redgear controller.. it stays up and has a ticking sound while we choose different option from menu.. pls help me.. i can only switch left or right but cant select PLAY option
