Sorry for the delay in getting back to you, work has been crazy.
I tried resetting the licenses this morning. I then power cycled the whole system including unplugging the PS4 from the wall. Still same issue, waited 15mins this time just to make sure and it still didn't load.
Any other options?

So I've been in contact with PSN Support, they gave me a couple of fixes that didn't work, but they've asked me to also see a copy of this conversation and I need to acquire a reference number from EA, is that something you can do, or do I need to go elsewhere?

I guess you can just send them a link to this thread. What were the fixes, they gave you? One thing we can also try is to create a new user profile on your PlayStation 4 and try to run the game.
