I just bought my daughter the sims 3 expantion pack and now it says i need the original sims to play it. I am not spending anymore money. you guys did not even tell me that i had to get that first.

I'm sorry to hear that you were not aware of this and made a wrong purchase because of it.

An expansion pack expands a base game. For every game it says so on the box or if you bought on Origin on the page where you bought it.

You can try if EA is willing to give you a refund for the game but there are no guarantees.
