Players won't progress in ratings

In The One mode young players on my team won't progress Why? I'm with the Kings in my 3rd year De' Aron Fox won't progress he is still an 80 overall But Lonzo Ball with the lakers is a 90 and other teams rookies have gotten better why not the ones on my team
