SOLUTION:

I had the same problem and could solve it now.
Try checking controller > tuning and make sure that the sliders are in the middle position. For me all of them were completely turned down for some reason.  

I don't know why this even affects keyboard controls, but it does. Hope it works for you guys too.

Well for some reason this problem came back after restarting my computer. I'll re-install the game and see if that fixes it.

Yes! I was about to give up on this, and the answer is so simple! Move accelerator dead zone to the middle in the sensitivity settings. This fixed both my accelerator being stuck and the car not being able to go above 60 or so mph. THANK YOU!

There are several more solutions listed in this thread, I've added them below:

• I had vjoy drivers installed and when I uninstalled them it worked for me.

• I was playing around last night, and found that if you go into your controller settings (on NFS game) and un map every command for all other devices (keyboard & steering wheel) you can then play the game fine using your controller. I'm using dualshock 4, and this worked for me. Also make sure to turn up your sensitivities, while leaving your dead zones turned down.

I'm not getting any system errors or anything. It's just when I start the game with the very first car there is no speed and I have the trigger right up against the gamepad. It seems like console players can just get up and go and not really working too well for me.

Have same issue with the Nvidia Shield Controller. Stock ingame controls - 50kmh. Can't change controls and if i collibrate my steer, throttle by ingame functuions, my car have going crasy. 

It's OK with keyboard. In other games, controller is OK.

Tried setting all to mid, makes the car go in reverse automatically instead.

(toggling the reverse settings on gamepad/wheel changes nothing here either, it just keeps going in reverse).
