Missing CARD?

I bought the 7500 expansion pack, i pulled a regular issue PK.Suiban, i see the player of the week PK SUban Stanley Cup card. I was told by some of my friends that i should have gotten the TOTW card, not the regular issue card, is this true? Im new to the game, so i dont know, Thank You
