What is this "Mechanic Level"? And, why I can't see it?

Hi, I hope I can help you in the best possible way. You do not see the "mechanical level" because you do not have a 8-star car with 8-star spare parts. For example, once you have the mclaren 650s with 8 stars (blueprints) and 8-color "black edition" spare parts, you'll see the word "unlock tuning" so you'll have your first car and unlock the "mechanical level".
