I bought a used android smartphone (redmi note 3) from an online buying and selling store.
in the device there is a game Need For Speed ​​No Limits and various applications from playstore.
when I try to open the application Need For Speed ​​there is a description "you have been banned".
I do not know what happened, I've tried to re-install the app but still have the information as above.

As with any second hand device like that, I would personally do a full factory restore and start over as if I had just bought the device.

Reset the phone and setup with your own personal google account. And use the same account to login the game.
