I can not get my Xbox live account to sync with my EA account. They share the same email and I have tried restarting my Xbox and launching several different EA games to try and get them to sync. Any ideas on how to sync my XBL account with my EA account?

Did you contact EA directly? They might be able to help.

What about your Xbox account? Do you think they might be of some service as well? Give both a try. Afterall they are here for the players to assist whenever possible.
