lost my city [ Edited ]

I lost my city. i tried to sign in with G+ then it shows locally played and cloud save of 2000 population, o click on local, next i open game it shows logged out of g+, i log in again it shows 2 saves local one and cloud save of 2000 population. except that 2000 population, nothing is being cloud saved. yesterday had to reset device and as feared lost game. can anyone help? or is my city gone for ever
