Epic Wings Not Showing Up

Epic Wings Not Showing up in my city. I have waited days. It caused me lose to 2nd place in my Contest of Mayors by 1000 points as a result.

I've found the top 2 reasons for Epic Projects not appearing to be: No fully upgraded regular buildings and secondly, fully upgraded regular buildings are not currently in the coverage area of any specialization. (Mountain, Beach, Gambling, Transportation, etc.)
