You should be able to toggle off the upgrade notification clouds over the residential zones. I want to make a section of my city only contain single family houses but the "hard hat clouds" are unsightly and annoying. There should be an option to toggle the upgrades/lists/epic building notifications on/off so that i dont see them. I understand you can change the upgrade plans but it still leaves a notification bubble for 30 minutes before it turns back into a hard hat. Its nice to go view other peoples cities because you dont see the notification bubbles above the single family houses and i should be able to view it that way within my own city.
