Skyscraper can be built in two ways .Normally building a residential building and providing it with  2 or more specializations gives you skyscrapers(or if the wealth index of your city turns orange in any way before you upgrade it)). But most of those in Daniel's city are epic buildings. These buildings can be unlocked only in level 24. There are three tiers ,the bronze ,the silver,the gold. With each tier you get better skyscrapers (at least more complicated ones)

.They are notoriously difficult to build especially the golden tier . They are primarily used to supply token parts for the turtle ,lama,cheetah speedup token.

You can also try Futurization.  If you add a Mag-Lev system, the areas immediately around the stations (but not the tracks) will be futurized and become way cooler looking.
