I have no skyscrapers but a luxury place. but my buildings on that place are not upgrading !!!!!!/ WHYWHYWHYWHYW!!!

If you want to convert an old tower to a skyscraper in a luxury zone, you have to bulldoze the entire thing and start from square one, and wait for max upgrade. There are only 5 tiers to upgrade to; make sure the res. zone is in luxury before upgrading to max tier, to make a skyscraper.
