Suggestion: Start Club Wars at fixed 12 hour intervals.

This system will allow;

 

  • Match Clubs up more evenly, rather than by whoever signs up at a similar time. (12 hour sign-up lead-in vs. Instant)
  • This could better allows for all Club Members to be online, ready at the start of the event. (Rather than taken by surprise by random idiot starting event)

Suggestion: Automatically repair buildings and remove shield if Mayor ignores damage for X hours.

  • Repairing Buildings + Removing Shields automatically could circumvent Inactive / Coward (Protest) cities preventing opponents from gaining individual War chest points / completing COM assignments.
  • (Example: Mayor's repairing city status to 9/10; holding out on repairing 1 building to maintain their shield and prevent further attacks)

Suggestion: Remove Club War assignments from COM. 

 

  • We get it. You want to integrate all elements of gameplay together. 
    But being unable a very-high scoring Club War COM assignment due to ineligible Club status (social), or a two day cool-down (time) is counter-intuitive to competitive COM participation.

Suggestion: Allow Clubs to adjust who has permission to start Wars.

  • Veto Powers: Instead of an 'instant War button', have a cool-down option of 30 minutes, in which a higher ranking member can veto involvement.
    This prevents inadvertent Wars starting (meaning less coward Clubs affecting gameplay)

 

Example of Bad Club War Miss-Match: Île de Plumbob vs Daenerys Targaryen (DT) 

  • Cities: 22 vs 11
  • COM Club points (mid week 3): 2,335,485 vs 0
  • War Rating: 1529 v 1472

Île de Plumbob

  • All Club Members highly active in COM, many active in War.
  • Individual and Club score(s) limited by opponent cities deliberately hiding behind shield (6-9/10) for approximately 24 hours.

Daenerys Targeryen (DT) Club Facts

  • All member cities consist of below average population numbers compared to level.
  • Only three cities competed in their previous War.
  • Only one city used a disaster that gained more than 100 points. 

Concerns

  • 8/11 Cities in DT inactive. (8*10)*100 = 8,000.
  • 2/11 Cities in DT likely minimal interest. (Optimistic Forecast, 10 repairs, 20 damage): (2*20)*100 = 4,000.
  • 1/11 City  in DT active(ish). (Optimistic Forecast, 20 repairs, 30 damage): (1*30)*100 = 3,000.

    Forecasted Ceiling on Plumbob Club War Score: 
    8,000 + 4,000 + 3,000 = 15,000.
  • Average Club Member Score: 15,000 / 22 = 681 War Points

This mismatch will impair our ability to achieve high scores in both War and COM.
Its more annoying that the algorithm (which is rumored to improve match-ups with each contest); has pitted our Club against a loss rated opponent. Any Club that hasn't competed would be a more viable opponent virtue of a neutral rating (1500).

Update: 5 Hours into War.

11,500 - 0
Opposition never attacked. Only 5 repaired buildings. All buildings now shielded.
Obvious result.

Suggestion: Remove Cool Down Feature on Wars (or place a War Cool-Down on Cities)

 

  • The Cool Down is an advantage to Mayor's who aren't loyal to a club. They can leave a Club on Cool-down and join another Club. This allows these players to do all COM War quests without restraint. This creates an unreasonable advantage for disloyalty.

Suggestion: Equalize the cost on war supplies

  • Its cost-efficient to do war supply turn-ins on my L19 alt city, rather than my L55 city.
    Whilst a cost difference in turn-ins makes sense in theory; a strategic cost advantage exists in using a L19 as opposed to the L55 to complete turn-ins. (transfer utilizing in-Club item trade).

    This effects availability of low-level items in the L10-L22 range; (given demand) - and makes them extremely difficult to find.

We are an active team, almost every member participated - for the last several hours opponent team sitting under dome, over 25,000 pts ahead - about 12 hours left, guess who’s gonna win?

I have no issue with a 'bubble strategy' personally.

It's like boxing. Some fights are shortened by knock-out, others go to the the final bell.

Not every War is going to be a point-farming slugfest. If you can't stay within the margin of a bubble knock out - the other team deserves the win.

Your recommendations point to a Obvious rewrite and programming of the entire War event. The event in itself is fine.
