Looking for Dr vu's batteries I can't seem to earn them from the bubbles or from reviving gifts and also can't find any in the GTHQ

Dr. Vu needs batteries for the disasters and I don't know how to get them the bubbles I pop don't have them and there's none in the GTHQ I been checking for a week now

I started over on my tablet by deleting and then re-installing the program. 

I have a questions: how do I get the items that I need to start a disaster without using money?

Just by being patient and searching global. There isn't a sure fire way to get them except by having Maxis Man but then he tends to offer you items you already have. Good luck and have fun
