Simcity- sandbox mode buildings restricted

I have started a sandbox mode region and some cities have buildings restricted and i start out with 50,000 simoleons. This is annoying because the buildings should be restricted and i should start out with 1,000,000 simoleons since im in sandbox mode. All the cheats work its just that in some cities the building are restricted. I am playing in single-player mode. Please help.
