Simcity 5 | Blue Tint on Screen

About an hour in to playing Simcity 5, I get this weird blue tint on the screen.

 I didn't add any filter on it.

If so, could you please give us more technical information about your computer? A dxdiag would be very helpful. You can find instructions on how to get a dxdiag here, and you can attach it to your answer.

Also, have you tried to change the graphics settings? It could be just the city getting darker because it's turning into night.
