Ok I sat down and recorded three videos of the texture artifacting issue.
I recorded all three on the same flight path on Balmorra on ULTRA, MEDIUM, and VERY LOW graphics settings, please see here:

All three videos show the same graphical texture artifacting issues despite using the different graphics settings.
Hopefully this helps diagnose the issue.

I have the same issue and found out that it is tied to Anti aliasing setting alas if you turn AA of all the artifacting dissapeared (At least for me)

I tried using Very Low settings which does have AA off. The white artifacting remains.

Damn didn't notice that, I just rushed here as soon as I fixed it and hoped it would help others. But what GPU do you have ? I have RX480 and I changed quite a bit of settings in drivers so maybe you could do the same.

Hello again,
I've continued to play the game and see the issue again and again - but I have narrowed down the source of the problem further just by observing it during gameplay.
As you travel in the game - I had originally thought it was just random textures that were artifacting in the distance that was causing the issue. I now know this is not true.

If you look at the video above you can see that the artifacting is coming from when monsters/mods load in as you travel toward them. In many MMOs the landscape is barren until your character gets close enough to see the mod or monster or grass etc. because loading the entire world all at once would be too taxing for even the best PCs.
This poping into existence is when the artifacting occurs. Not only that, if you watch closely - it also where the artifacting originates from on the screen, if the mob that pops into existence is in the lower left corner for example, that's where the artifacting across the entire screen originates from.

After the latest update I've been experiencing the same background flickering and graphical artifacting others have reported, meanwhile the diagonal screen-tearing has yet to subside. For some reason when I use a streaming service or capture software the screen-tearing subsides.

The streaming/capture software keeps the FPS synced to ensure a consistent capture speed, which is essentially the same as Vertical Sync. Does the in-game Vertical Sync option not fix the screen tearing for you? You might also want to try and force VSync through your driver software.

Yeah, I went into the NVidia control panel and forced V-Sync.

Same thing happens at my end too.
I tried all kinds of settings and drivers with my R7 265, no luck. Tried with my integrated Intel HD 2500 with 1280x720 very low settings, same thing. It seems like some kind of colored noise, like after or during the loading screens.
And it isn't exclusive to speeders just more frequent, it happens on foot too.
