Swtor The Launcher doesn't Run, no process appears

My friend's Launcher does not appear when ran, They have tried everything in this Thread, aside from post #6 which doesn't seem to be possible since my friend claims the tab is not there. this is a recurring problem that i myself have never had. The problem was fixed before by an unknown cause and recently reappeared About a month ago as of 8/10/17.

What OS is he using, XP and Vista are no longer supported, however a patch has been released to support until Oct 17

They are using Windows 7 32 bit.

Ensure all windows updates have been done including optional updates, I have seen video driver stopping the launcher run as well.

So ensure his video driver is up to date

If unsure supply a dxdiag per this link

See how the repair utility goes mentioned earlier too.

Ensure launcher.exe is in there antivirus and firewall exception lists as well 

On a seperate note if he finds UI disappears and game crashes on 32bit OS he may need to apply the setting in this link

they have there computer up to date and swtor and its launcher are both allowed through the fire wall, ill check about the drivers tomorrow, and we did not have time to try the repair utility which i will get them to try tomorrow as well. thank you for your help

Sorry for the delay but we are now doing the repair utility, my friend claims that it is not the launchers in-ability to patch itself but that the problem is that the launcher simply isn't launching

Can you provide the dxdiag as per previous post , what antivirus are they using ?

Take the system to a clean boot per this link   see if the launcher appears ( if can leave the bitraider services enabled )

Alternatively also take the system into safe mode with networking and see if the launcher appears there , the launcher will show there if it is going to appear ok.
