Launcher keep Verifying and Cant play full game

I keep getting verifying everytime I launch my SWTOR and once it launch. It keeps saying that my game hasnt fully download when it already has. Now I cant play the game and all my characters are locked. because most of them are level 30+

Ok lets try the launcher repair utility next

I can start the game but when I go to the character screen it keeps saying that I cant play because its not the full game

Yes I understand that is what is occuring

I deleted BitRaider file 4 times now and I have re verified it over and over. Right now my characters are still locked
