You mean disable vsynch ? can be done ingame when in fullscreen mode
or edit the client_setting file in notepad as detailed at this link
find or if doesnt exist add the below line in the renderer section of the client_setting file when the game isnt running and save the file
VerticalSyncState = false

I tried it and nothing changed. I even turned my laptop off and on again and launched SWTOR as admin.

You may be best to wait for the game to be fully installed, some need a workaround like this link at present.

CPU freezes is something else I think
Have you placed the video card in debug mode per this link ? without a dxdiag hard to know the rest of your system however try using driver version 378.92 as well if you havent already
It is what I am using and I have no issues running swtor on win 10 creator

One thing that might help would be a Clean Boot. Some players have figured out that applications running in the background, and changing window focus between them, will cause the crash to occur. There's more information in the SWTOR forum thread here.
Before you try a Clean Boot, you can try just making sure you have as little running programs and windows as possible before you start the game. So, close web browsers, file windows, anything that has a visible window on the desktop. Then launch the game and make sure you don't Alt+Tab away or change the focus from your game window until the character selection screen, then you should be safe to play.
