Downloaded File Won't Install Launcher [ Edited ]

I'm having an problem installing the game. When I click on the download, it opens, runs, and then nothing... Like a ghost. You can watch a quick vid of the problem here, https://youtu.be/7hRilqyg-zU & [removed]. Let me know what you think maybe the problem. Here is my dxdiag as well.

Could you try following the "Launcher Cannot Patch Itself" instructions in the Launcher Troubleshooting thread? That should get all the necessary files installed in the right location, and hopefully the launcher should pop up then.

I would try to move the exe file out of the downloads folder and put it into the desktop directly and run it from there.  I would also add the exe file your anti-virus / firewall safe list in case they are blocking the file for some reason.
