Artifact Authorization Color Crystals..? [ Edited ]

I haven't played that much recently (more like a year aside from playing for about a week once every so often), but I'm trying to come back in. I was looking for a color crystal for one of my characters. I noticed that some of the ones that are crafted (not cartel market ones) need artifact authorization..When was this added? Or is it a bug? I can't tell at all.

I'm a preferred member, if that helps anything.

Been in place a number of years, items bound to you at time of sub drop you keep access, but anything new requires artifact authorization

This Authorization allows you to equip and use most Artifact quality gear and item modifications.
