I am only going to comment from a graphic designers perspective.  If you look at the animation of the arm and hand graphically, you will notice it appears they are one image, as well as the arm and hand move as one unit, also look at the angles through turns of the arm.  It always stops at the same point and only moves during shifting times, it's easier to animate these smaller full lock turns from a full left to full right without loosing any actual game play and feel and limit image file size because all you are dealing with is code driving a range of motion in a limited circle.  If you are using that driving mode your eyes don't even realize how far it is moving and wouldn't really notice the difference save for these video side by sides.

What @knarfappaz64 says is actually the truth. Let me add to that the default controls sensivity is set to match the real life tilt with the animation. That means if you tilt your device 30 degrees to the left, the wheel in the game tilts around 30 degrees. That's not the main reason, just the way they applied what he commented.
