Cannot get current update to show new characters Scallywag Imp and Commando Corn

I am trying to get the most recent PVZ GW 2 update for my XBOX ONE system.  We have added the updated but my son insist that he should have gotten two new characters (Scallywag Imp and Commando Corn).  We have gone to sticker shop and shut down and rebooted but nothing.  Is there anything else I need to do?
