Do you mean your OS is Windows 10 and you're using the IE11 browser? If so, please double check to make sure you're using the IE 11 browser (as opposed to the Edge browser) and that Java is enabled, click on this link for additional information and instructions: Windows 10 Info
If you're still in need of assistance after following the instructions in the above linked thread please reply back, and include the information below, this will give us a clearer idea of what might be the root cause of your issue:
Using the IE11 browser, please click on this link System Information then copy and paste the information that is displayed in the pop-up into your reply (do not make any changes, even if you believe the displayed information is inaccurate). If you cannot copy and paste just write down the information exactly as it appears.
Example
Browser = Microsoft Internet Explorer 11(Browser Mode 11, Document Mode 11)
Cookies Enabled? = true
Do Not Track = undefined
Resolution = 1280 x 720
OS = Windows 8.1
Flash version = 25.0.0
Java Versions installed = 1.8.0_121
