That blocker could be some new tool bar or extension or add-on you added.
Settings > Pop Up Blockers

You want to add pogo.com and game3.pogo.com to your pop up blockers allow list.
Chrome: Click the Chrome bars > Settings > Scroll down to Advanced Settings > Privacy >
Content Settings > Pop up Blockers
Firefox: Tools > Options > Content > Click on Exceptions next to "Block Pop-up Windows."
Internet Explorer: Tools > Internet Options > Privacy > Scroll down until you see Pop up Blocker.
Click on Settings
