Against the Green Pinochle

Why can't people that are just in that room either harrassing other players or just keeping their names in the room, be booted after say 20 or 30 minutes of not trying to play a game....1/2  or more of the names in that rrom are not playing, but either harrassing, arguing or worse...and people that want to play cannot get into that room....I know you can do this...I get booted if my table does not fill up to play after 5 minutes...I know you can do something about the problem....you take care of other things that are not so significant.....
