The company that managed the RA3 game servers, Gamespy, has been shut down. This is totally beyond EA's control, since it's an external company.
However, there are already alternatives available, like the community-managed CnC-Online.
If you had bothered to take two seconds to look at the sticky threads at the top of this forum, you might even have noticed there being a few topics about online play there, which even specifically mention RA3 in the topic title.
