As @IIPrest0nII stated, EA have no current plans to bring FIFA World back and in all honesty I doubt they ever will. In order to understand fully why some background information should assist you in answering that question.
About 4 years ago EA started to invest heavily into freemium games via Facebook and their F2P initiative. At the time these types of games where quite successful and people spent quite a bit of money on them. The F2P games even had their own currency using F2P coins. However a couple of years later the rise of mobile devices in popularity and the charm of asking your friends for help via Facebook was wearing off. As a result EA saw the popularity of such freemium type games declining, eventually to the point where keeping them on-line just wasn't viable anymore.
