Transaction fails everytime. Origin error #10049

I have tried to purchase sims 4 3-4 times now and i keep getting billed the 1.10 per transaction just for it to tell me that an error has occured.

There is a huge thread discussing this same issue http://answers.ea.com/t5/Origin/Can-t-purchase-anything-on-Origin-Store/td-p/4155311 . You are not the only one having this issue. I contacted my bank and they said all they recived was the $1.00 charge to authorize my card but that the other attempt to purchace the game never ended up processing to them.
