I found the solution, at least it works for me. I was trying to buy SimCity stuff with paypal and it kept coming up wtih Ref #9006. The way to fix it was to go my Account and Privacy -> Payment and Shipping -> And to add a primary shipping address identical to my address set on PayPal. That is it, hopefully this works for everyone else here!

I have seen this issue many times where our many players are facing same issue or payment error "we are unable to process your order at this time. use a different method of payment or try again later ( ref #10048)". 

Guys, if you had tried to buy games multiple times in a row in one day, stop it and retry to purchase your game later around 4-5 hours using another payment mode or same payment mode. Also try remove and add payment mode, and try again. It may work foy you all guys.

so one month later and all is the same...first time "buyer"...actually i wont be first time buyer.if i cant buy the game on your own store at the first try i wont even try again...how can i trust u guys with my credit card when its been over 2 months and it isnt fixed?..so long bf4.and all ea games. cya ppl.

Same for 1000s of players. This is a relatively common problem. Personally, I have never been able to process a single ecommerce transaction through Origin.  It is the only online store which cant sell me anything.  Origin is a pretty spectacular achievement. All the resources EA has and they cant even take a payment.

okay seriously, im starting to seriously hate EA. I was gonna give them the benefit of the doubt, maybe it would be different than what im hearing. WRONG. **bleep** **bleep** EVERYWHERE. WTF DOES TAXCHANGED MEAN?! I SEE THE CHARGE ON THE CARD, BUT I GET NOTHING! **bleep** YOU EA, WHY DO YOU NEED TO HAVE YOUR OWN STORE APP?! JUST GO TO STEAM!

I've been trying to buy the Sims 4 since Saturday, and each time it fails. I've moved funds toPaypal and tried it that way, didn't work. I've probably spent over four hours just waiting to chat with the help. The last guy said he couldn't do anything until the 'specialist' team emailed me. Can't stand EA right now...

GUYS I HAVE A SOLUTION THAT MAY WORK FOR THE "TAXCHANGED" PROBLEM

Under "Origin" in the top right corner click "Account and Privacy".  Then click "Payment & Shipping". Fill in the info and then while ordering use that EXACT info. Also after you get your first failed order wait a couple hours. If you see a dollar go missing from your bank account, that is a test so they know your account is real. They will return it. This may work as it worked for me with the Battlefield 4 Premium Edition.

Logged on Bf4 I can`t buy anything from battlefield 4 , i press Get it now if i want to download Battlefield4 : legacy opps. i press get it now and i can`t pay the yellow button isn`t so yellow .. , that goes to any sale or download on bf 4
