Age of Empires III - error 0x000007b

I bought the Age of Empires Collection a couple of weeks ago.  When I download it, it looks like everything is fine until I try to play it.  It gives me an error that it is missing a file.  I have uninstalled and redownloaded multiple times.

Help.
