I have a Intel Core i7-3615QM CPU @ 2.30GHz and up to ~3GHz with turboboost (quadcore). Everytime I launch, I get close to max CPU usage, around 3GHz in the menus. However, when I go on the road and drive, the CPU usage drops immediately to 1.17GHz, and I get FPS drop, time lag, and slow motion. It is not GPU, nor anything else because sometimes CPU stays high for a few seconds during which the gameplay is normal. I ran both x86 and x64 on my x64 Win8 and both have the problem. I appreciate any inputs/solutions.
