I do not have the min specs for that game handy. It is likely that your PC is trying to use your on-board IGP rather than your discrete GPU.

Try a clean boot before starting the game: http://support.microsoft.com/kb/929135

Additionally you can check to make sure your video drivers are up to date, even if they are reinstalling them can sometimes help.
