Was charged for purchase I didn't make

I was charged 4.99$ for Gearhead Pack which gives you 500.000$ inside the game, but I didn't make this purchase and I didn't receive the Gearhaed Pack money after that. I only saw the bill in my email. how can I report this problem to the developer? 

I believe there was a mistake happened with my payment method and I changed it many times, until I was able to buy Street Racer Pack 8.99$. And that was successful as I received the money in the game. but for that 4.99$ I didn't make the purchase and I didn't receive the money neither!

Hopefully someone can help me in how to report this problem..
