DCL transfer from PS3 to PC, Same account

I had bought Most wanted on PS3 years ago when it had came out. Got 2 of the DLC's in the time that i had played through it and put multiple hours into both of them. Not too long ago, a friend gave me a copy for PC since they knew that I had switched platforms. Even though I am signed into the same account as before, with all the base game items that I had unlocked from the PS3 transferred, none of the DLC content was switched. Is it possible to regain those even after all this time instead of having to buy them again despite being on the same account?

Unfortunately, DLC is not transferable across platforms.
