NFS Hot Pursuit: Massive lag despite high end graphics

I have a 6700k Skylake, a GTX 980Ti and Windows 10 and yet the game is completely unplayable (maybe 10fps) regardless of which graphics settings are used. Does anyone have an idea? I would highly appreciate it!

Could take a look at the steps in this article:

It could be a background program causing issues, the clean boot step in that article would definitely be a good option. Otherwise, add a dxdiag and I can try to see if I can find any anomalies.
