I am asuming that you mean taking the goalie in and out of the net with "started to change the goalie". That would mean that he did the glitch that is often refered to as the "faceoff loop glitch". As far as I know it is a bannable offence on EAs side. It is certainly a bannable offence on Sony/Microsot since it alters the leaderboards. If you have proof of someone doing it, contact both EA and Sony/Microsoft.
To stop your opponent from doing this you can do these things:
-Rag the puck and hope he doesn't get it.
-Avoid playing against Finns (Ashamed to admit it, but most people who do this glitch are my countrymen..)
-Pray to god that you can find a honest opponent
