Can anyone make any sense to how prospects develop on Be a GM mode?

I have played several seasons of be a GM and so still the player development system is a complete mystery to me. A 22 year-old sharpshooter wins Rocket trophy fro two consecutive seasons and is stagnant. Overall 84 with 5 green stars. And that is just the tip of the ice berg. Seriously is it just a complete lottery or has anyone noticed any patterns here?
